Repatriation Cell

The Repatriation Cell of CAR was established in 1987. It has now merged into the Solution Strategy Unit (SSU) - CAR. This Cell has been working in collaboration of UNHCR and with all other relevant stakeholders to facilitate smooth voluntary repatriation of Afghan refugees. The SSU unit is regularly carrying out monitoring visits, conducting comprehensives awareness raising campaigns about durable solutions specifically promoting voluntary repatriation and providing services to Afghan refugees in all the 43 refugee villages throughout KP.  In addition, regular route patrolling visits are being carried out by the route patrolling team from Mansehra to Jarikas police check post, Nowshera to Voluntary Repatriation Centre via Karkhano market and from Karkhano market to Torkham. The aim of the route patrolling visits to enhance coordination with all the law enforcement agencies to facilitate voluntary repatriation of Afghan refugees.

Since 2002 till 2015, a total of 701,847 families having 3,918,832 individuals repatriated from whole Pakistan where 417,908 families consisting 2,330,877 individuals repatriated from KP with UNHCR assistance. It signifies the importance and contribution of SSU- CAR  in relation to promoting and facilitating durable solutions focusing on voluntary repatriation in close collaboration of UNHCR.

Additionally, SSU - CAR has been doing advocacy for the refugees rights using different plate forums, e.g. coordination with provincial and federal government, attending and sharing issues and their solutions on Protection working Group meeting being carried out in CAR and UNHCR respective offices. At the same time, SSU-CAR has been attending all the monthly coordination meetings holding by Community Development Unit - CAR and Voluntary repatriation working group meeting holds in UNHCR.

The principle objective of repatriation is to promote and realize the potential for voluntary repatriation.

Afghan Management and Repatriation Strategy (AMRS) Cell

AMRS holds regular meetings with all the relevant stakeholders including the line departments both at provincial and federal level and share its reports with all the concerned. It has been playing the role of a bridge between the UNHCR and Government line agencies. This unit is based in Home Secretary - KP Office.

Education Cell

Education having paramount importance and one of the fundamental human right has been considered for Afghan refugees living in Pakistan since 1979 by Afghan Commissionerate for Refugees in collaboration with UNHCR. Education Cell was established in 1981 in Afghan Commissionerate Peshawar Khyber Pakhunkhwa but now it has been merged in Solution Strategy Unit to better integrate and coordinate all the educational activities.

Education is a powerful tool which enables and empower refugee to live in the country of refuge with dignity and it helps out refugees to voluntary return to their places of origin with the principles of safety and dignity. Many Afghans after getting education and voluntarily repatriation have been having key positions in the government and nongovernmental set ups serving Afghanistan.

Solution Strategy Unit - CAR through its education experts serving this humanitarian cause in Afghan refugees villages and urban areas whole heartedly and following the core humanitarian standards. They have been doing advocacy by identifying different needs, opportunities for Afghan refugee children in relation to the 1951 refugee conventions and human rights law.

Objectives of the Education - Solution Strategy Unit - CAR

  1. To empower Afghan citizens, communities through community development in formal education sector from primary to post primary levels with close corroboration with UNHCR, its IPs, CPs and other Afghan citizen educational stakeholders in KP.
  2. To initiate self-help educational institutions, uplifting the quality of education through capacity building of Afghan refugees schools teachers and communities.
  3. To establish liaison with AR stakeholders and other public Departments/Agencies, Diplomatic Mission e.g. schools & literacy department, Government of KP, Inter Board Committee of Chairman (IBCC), Higher Education Commission (HEC), Higher Education Regularity Authority (HERA), Pakistan Foreign Affairs Camp Office Peshawar and Afghan Consulate Peshawar for the betterment of Afghan education in Pakistan.
  4. To promote qualitative Primary and Post Primary formal education and vocational training in AR community in urban and rural areas.
  5. To make the management and learning process more effective and efficient.
  6. SSU-CAR is being assisted Afghan refugees students on reserved seats in KP.

So far SSU education has process 21,819 students' cases for admission in various professional and non-professional institutions, 1689 Afghan students were referred to DAFI scholarship where 1198 Afghan refugees students were awarded, 592 cases were referred to SAFRON for IDB scholarship where 357 cases were awarded, more than 2000 teachers of different schools trained for SIP, SMC, M&E, Psychological Welfare, Teaching Methodologies, Science teachers Laboratory trainings teaching of English and MSEE. Provided laboratories equipment to 50 AR schools benefitting 11858 students, twin toilets were constructed in 29 schools, provided Tube wells for clean drinking water in 20 AR schools and for the local community and provided access to education and establishment of EMIS.

Repatriation, AMRS and education Cells have now been merged into Solution Strategy Unit - CAR. This status is approved in March, 2016 recently by Commissionerate Afghan Refugees. In this respective unit, education cell, repatriation and AMRS are merged together headed by Director Solution Strategy Unit- CAR. The idea behind this approach is to better coordinate and integrate all the activities by strengthening and promoting durable solutions focusing on voluntary repatriation.  

Currently, the Solution Strategy Unit - CAR has 100 staff working throughout Khyber Pakhtunkhwa province providing humanitarian services to Afghan refugees in collaboration with UNHCR.

About CAR

Commissionerate Afghan Refugees was established in 1979 under the Federal Government Orders to facilitate the Afghan Refugees who were crossing the borders and coming into Pakistan to find refuge due to the ongoing war in Afghanistan.

There is a Commissionerate for Afghan Refugees (CAR) in each Province of the country and having the Chief Commissionerate (CCAR) based in Islamabad. All the Commissionerates and the Chief Commissioner work under the Ministry of SAFRON, Islamabad.
